    When I change the option from download link to file attachment I don't see the send to cel phone feature in checkout?

    That is because this option only appears if you are including download links. Most cell phone service providers allow a certain data transfer limit for a file. The mp3 is too large to be sent to the fans phone directly, so the message would be rejected.
